Establishing a comprehensive, action-oriented affordable housing plan for the State of Delaware

Community Planning is a community-wide process involving the coordination of many stakeholders to successfully address the complex and interrelated problems related to homelessness.  Community planning should address the specific needs of each homeless sub-population: those experiencing chronic homelessness, veterans, persons with serious mental illnesses, persons with substance abuse issues, persons with HIV/AIDS, persons with co-occurring diagnoses (these may include diagnoses of multiple physical disabilities or multiple mental disabilities or a combination of these two types), victims of domestic violence, youth, and any others. To ensure that the community planning process addresses the needs of homeless veterans, it is particularly important that veteran service organizations with specific experience in serving homeless veterans are involved in the process.

The Delaware Housing Coalition (DHC) and the Homeless Planning Council (HPC) are embarking upon a three-year planning effort to achieve important shared goals related to the establishment of a comprehensive, action-oriented affordable housing plan for the State of Delaware. We will be developing a comprehensive, integrated, statewide community planning effort that is community-based with input and participation from advocates, households and individuals with extremely low incomes, service providers, elected officials, government entities and other stakeholders.  This planning effort will address the need for affordable housing for all households including specifically those who are cost-burdened and those who need affordable, accessible and integrated housing because of a disability.

HEARTH ACADEMY

The Homeless Planning Counci of Delaware and the National Alliance to End Homelessness hosted a HEARTH Academy in Delaware.  The HEARTH Academy is a planning process that culminated in a 1.5 day Implementation Clinic, on February 28 & 29, 2012.  The purpose of the Clinic was to prepare Delaware to transorm our Homeless Assistance System. 

The main outcome of the Academy was the creation of three action plans that we are going ot implement to help Delaware move towards system transformation.  Those action plans were focused on: Performance Improvement, Centralized Intake, and Rapid Re-Housing.  All of the materials from the HEARTH Academy can be found below.
