Programs
The Homeless Planning Council manages the following programs: the coordination of stakeholders, Delaware’s Homeless Continuum of Care planning and coordination, data collection activities including Delaware’s Community Management Information System and annual point-in-time studies, and public education/advocacy.
Community Planning
Community Planning is a community-wide process involving the coordination of many stakeholders to successfully address the complex and interrelated problems related to homelessness.
HMIS
The Homeless Management Information System is a database that allows agencies to collect basic demographics on their clients.
Continuum of Care
The primary goal of the Council’s activities is to ensure a complete, statewide continuum of services for the homeless.
Advocacy
We work with other advocacy organizations so that there is one voice speaking for the homeless population in Delaware.
Point In Time
We work with local homeless service providers to do a count of the homeless in Delaware.

The Plan
Over the next three years, with the support and commitment from our Board, funders, members and stakeholders we will be able to continue our core programs as well as to address the following goals:
- Create an advocacy and public education program that helps people understand that homelessness is a housing issue.
- Lead a community planning process that coordinates homeless service and prevention to review needs, identify gaps, and recommend best practice solutions to end homelessness in Delaware.
- Coordinate housing efforts to create an infrastructure making housing affordable and available to all individuals and families.
