Continuum of Care Request For Proposal Released

The Homeless Planning Council of Delaware, Inc. (HPC) announces the availability of funds from the U.S. Dept. of Housing and Urban Development (HUD) through the Continuum of Care Homeless Assistance Competition. We are releasing a Request For Proposal for $300,557 for permanent housing projects that meet standards of permanent supportive housing, shelter plus care and/or Section 8 Moderate Rehabilitation for Single Room Occupancy. Projects may servehomeless disabled families, or chronically homeless individuals, or chronically homeless families. Eligible applicants include: states, units of general local government, special purpose units of government, private nonprofit organizations, and community mental health centers that are public nonprofit organizations.
A mandatory pre-bid meeting for all new project applicants will be held on Friday, September 9, 2011 at 1 PM in the Community Service Bldg. Room 6, 100 W. 10th Street, Wilmington, DE 19801. Final applications must be received by the HPC no later than 1 PM on Friday, October 7, 2011.

Prior to the pre-bid meeting, all applicants should begin the process of registering for a DUNS number with Dun and Bradstreet (www. dnb.com) and register with the Central Contractor Registry (www.ccr.gov).
The HPC is the entity that takes responsibility for the development of the Continuum of Care for the homeless statewide and the coordination of the application process. In order to put forward an application for a grant under the competition, applicants are required to submit their applications under the proposal developed by the HPC.
