The Homeless Planning Council of Delaware is an independent statewide non-profit that works to strengthen the support system for people who are homeless. Through collaboration with stakeholders, data collection, and coordination of funding, the HPC of DE strives to create a shared vision to remedy homelessness in Delaware.
HEARTH Academy
Stakeholders convened on February 28 & 29 to create action plans on how to transform aspects of Delaware's Homeless Assistance System.
HEARTH Act
In May 2009, President Obama signed into law the HEARTH Act, which reauthorized the McKinney-Vento Act. The act lays out the basic changes to homeless assistance systems in communities. HUD has since released regulations (http://hudhre.info/hearth/index.cfm)
Plan to Prevent and End Homelessness
It is our responsibility as residents of Delaware to address the causes of homelessness in our State and to develop the solutions to address this issue.
