Preventing and ending homelessness through collaboration and coordination.

The Homeless Planning Council of Delaware is an independent statewide non-profit that works to strengthen the support system for people who are homeless. Through collaboration with stakeholders, data collection, and coordination of funding, the HPC of DE strives to create a shared vision to remedy homelessness in Delaware.

HEARTH Academy

Stakeholders convened on February 28 & 29 to create action plans on how to transform aspects of Delaware's Homeless Assistance System.

HEARTH Act

In May 2009, President Obama signed into law the HEARTH Act, which reauthorized the McKinney-Vento Act.  The act lays out the basic changes to homeless assistance systems in communities.  HUD has since released regulations (http://hudhre.info/hearth/index.cfm)
